Having never been a parent I guess Sam just didn’t put any teeth into it. True to the way he was raised I’m guessing, he never had has any arrows in his quiver. (sic)
I assume he asked the cops to just shoo them away.
Stomping his feet, saying “I mean it! Now listen to me, I really do mean it.”
Of course the kids are celebrating, actually, yelling back “Nanny Nanny boo boo” and sticking their fingers up.
The poor cops are in a bad way, more ashamed of their mayor than they are of the little piggies not going “whee, whee, whee” all the home.

Oh, Reuters reports that while AP and CBS say Occupy Portland are celebrating, the kids are leaving the square and the park.
